Rules and Regulations & Membership
Eligibility
Membership is open to any Lot Owner in
the Jefferson Station and Lullwater subdivisions. A renter can have
use of the recreational facilities ONLY, and will be considered a
non-voting member in matters pertaining to the facilities.
NOTE:
1.
If Lot Owner is current at the time of departure from the
community, membership for that lot remains active for one single
family. A Lot Owner can choose to be a member OR assign
membership to a renter/lessee who shall be considered a member until
membership expires or is renewed. A former Lot Owner can be
considered a Guest as long as 1 membership is paid for that lot.
2.
If a Lot Owner is NOT current at the time of departure, that
former Lot Owner shall not be considered as a Guest for a period of
1 year after departure, or until that lot is a current paid member.
3.
A renter/lessee may choose to pay for a membership,
irrespective of whether the current Lot Owner is current. Thus
multiple memberships per household are possible.
DEFINITIONS:
Lot Owner – Any person who is the recorded
owner of any lot.
Guest/Outsider – Any person who is not
eligible for membership.
GENERAL RULES
1. The Recreational Club is for the benefit of homeowners within the Jefferson Station and Lullwater subdivsions.
2.
For any regularly scheduled event, 50% of the participants
must be residents of JSCA. An exception can be made in the
case of non-profit organizations (e.g. Boy Scouts’ meetings, United
Way, etc.) in which case at least two adult residents of JSCA must
be present at all times.
3.
Loud noise and unruly behavior will not be allowed on the
Recreational Club grounds.
4.
The Recreational Club will not be responsible for any personal
items left on the premises.
5.
Use of the facilities by anyone under the age of 18 years must
be supervised by one adult for every eight minors.
6.
Any damage by any member or member’s child or guest will be
the financial responsibility of that member.
7.
Any damage by any group using the facilities will be the
responsibility of the person(s) who caused the damage.
CLUBHOUSE RULES
1.
Facilities may be rented by the members for special events and
parties, not to coincide with pool operating hours. The rental
fee, deposits, and Use Rules will be set by the active members of
the Recreational Club.
2). Cleanup is the responsibility of
those using the facility, and must be completed by 10:00 AM on the
next day. All electrical appliances and lights must be turned off
immediately before vacating the premises. Heating/air conditioning
controls and temperatures must be restored to their original
settings.
SWIMMING POOL RULES
1.
Members using the pool must have a current Recreational Club
Membership.
- Children under the age of 14 years are
NOT ALLOWED WITHIN THE FENCED AREA unless accompanied by an
adult.
- Operating hours will be determined
annually and announced to members prior to the season opening.
- Gate must be locked at all times.
- In the pool area (defined as within the
fenced area) the following restrictions apply:
NO DIVING
NO LOUD MUSIC
NO GLASS OR BREAKABLE ITEMS
NO LITTERING
NO FOOD/BEVERAGE ALLOWED IN OR WITHIN 3 FEET OF POOL
- No diapers are allowed in the pool.
- No large rafts shall be allowed in the
pool.
- Since a lifeguard is not on duty,
neither the pool management company nor the Recreation Club is
responsible for pool safety. USERS OF THE POOL DO SO AT THEIR
OWN RISK.
- NOONE UNDER THE AGE OF 16 IS PERMITTED
TO SWIM UNLESS ACCOMPIED BY AN ADULT.
- Guests are limited to two per member.
Guests must be accompanied by an adult member. A GUEST IS
DEFINED AS A PERSON NOT ELIGIBLE FOR MEMBERSHIP.
- The Recreation Club assumes no
responsibility for the loss of valuables.
Tennis Rules
It is the intent of the Tennis Committee to
limit these rules and regulations to the minimum requirements for
the mutual enjoyment of the Recreation Club by all its members and
their guests. The obligation of enforcing these rules and
regulations for the good of all members is to assure you of all
courtesies to which you, as a member of a private club, are
entitled.
General Rules
1.
Members using the tennis courts must have a current Recreation
Club membership.
2.
A member is allowed to sign and play on one court at a time.
3.
All players must conduct themselves in a sportsmanlike manner.
Loud or quarrelsome conduct or profanity is NOT allowed.
4.
Tennis courts are to be open from 7:00 AM until 11:00 PM.
5.
Regulation tennis shoes are required. Only tennis
players and tennis related equipment are allowed on the courts.
All trash will be placed in provided containers. No food,
glassware, or furniture will be allowed on the courts.
6.
No one under the age of seven will be allowed to play tennis
unless accompanied by an adult. Infants are not permitted on
the courts at any time. Children not playing tennis should not
be on the courts at any time.
7.
Bicycles, skateboards, roller skates or any vehicle of any
type are not allowed on the courts.
Guests
- A Guest is defined as one who is not
eligible for membership in the Recreation Club.
- A Guest must be accompanied by an
active member and be playing on the same court.
- A member may bring one guest if playing
singles, or three guests if playing doubles.
- Non-members of the Recreation Club
CANNOT sign up for court time and will not be given a key for
access to the courts.
Reserved Courts
- Reservation sheets will be posted at
the tennis courts.
- Reservations will be made on a first
come basis, no more than two days in advance, only for one court
at a time, one sign-up per day per household.
- Failure to show up within ten minutes
after the reserved period will cause forfeiture of the reserved
time.
- A member who cannot use his/her
reserved court time should remove his/her name as early as is
possible.
- Reserved court time for singles is
limited to 1.5 hours, doubles 2 hours.
ALTA/USTA League Play
1.
An open invitation must be extended to all active members of
the Recreation Club.
- Formation of teams:
- Teams shall be formed at a scheduled sign-up time for each season.
- Outsiders may not be added to a
team until after that meeting in accordance with rules 5 and
6 below.
- The Captain and Co-Captain of a team
must be an active member of the Recreation Club and must be
elected by the team members.
- A copy of the team roster and
subsequent changes (add-ons) must be submitted to the Tennis
Committee. The roster must be reviewed before the ALTA/USTA
deadline.
- If there are 14 facility members on a
team, no outside player may be added unless agreed upon by 100%
vote of that team.
- All active members shall have the right
to be on any team at any level they desire in accordance with
JSCA sign-up procedures. If, as a result of the sign-up, the
level of play of an existing team is significantly altered, then
at the request of the Captain, or the committee member of that
team, the issue shall be addressed and resolved by a meeting of
the Tennis Committee and the teams and/or players involved.
- A fee of $25.00 will be charged to each
outside player per league season, and must be submitted to the
Tennis Committee before practice begins.
- All captains of teams will have a key
to the clubhouse. All keys shall be turned in at the end of the
season.
- Team practice/coaching is limited to 1˝
hours per week. Practice nights may be pre-assigned for the
tennis season, provided the practice day and time remains the
same. If the captain would like this privilege, she/he must
submit her/his time to the Tennis Chairperson for scheduling.
Team members may not sign up for additional time prior to or
directly after this practice session. If two teams want the
same practice time, it will be determined by a coin toss.
- Captains must submit copies of their
league schedules to the Tennis Chairperson so that arrangements
can be made to reserve facilities for league matches.
- Captains are responsible for the
condition of the courts, grounds around the courts, and the
Clubhouse after each match. A plastic trashcan liner shall be
brought to each match.
NOTE: SITUATIONS NOT COVERED BY THE ABOVE RULES SHOULD BE DIRECTED TO THE TENNIS COMMITTEE.

SPECIAL NOTE
As a courtesy to residents living around the tennis court area, PLEASE make sure to turn court lights off after concluding after dark play. The intensity and positioning of lights to provide illumination of the tennis court area can become bothersome to residents as these lights can also shine into nearby windows or doorways. Your cooperation is appreciated!
